科技创新、经济发展与生态环境建设作为国家治理体系的重要组成部分,对于我国国民经济和社会发展具有明显的推动作用。本文参考现有文献中科技创新、经济发展与生态环境建设3个维度的相关指标,构建科技—经济—生态系统协调度评价指标体系。并采用灰关联分析法、投影寻踪法和协调度模型,综合评价我国不同时期的科技—经济—生态系统的综合发展水平及其协调度。研究结果表明,2000~2015年,我国科技—经济—生态系统的综合发展水平处于快速增长阶段,年均增长率为6.22%,其中,科技创新水平、经济发展水平、生态环境建设水平的年均增长率分别为5.95%、5.35%、6.43%。同时,我国科技—经济—生态系统的协调度达到0.992。其中,"十五"-"十二五"时期,我国科技—经济—生态系统的协调度持续提升,分别达到0.8465、0.8466、0.9152。总体来看,在经济发展新常态下,我国政府通过加快转变经济发展方式和社会发展方式,同步提高科技创新水平、经济发展水平、生态环境建设水平,有利于进一步提升科技—经济—生态系统的综合发展水平及其协调度。
Science technology innovation,economic development and ecological environment construction are important parts of national governance system,and have obvious role in promoting national economic and social development in China.Reference on the literatures,the evaluation index system of coordinative degree for Science technology-Economy-Ecology system is given,from three dimensions of Science technology innovation,Economy development,Ecological environment construction.The comprehensive development level and the coordinative degree of Science technology-Economy-Ecology system are evaluated in 2000-2015 in China,with grey relevant analysis model,projection pursuit method and coordinative degree model.The results show,the comprehensive development level of Science technology-Economy-Ecology system is increased with the quick growth in 2000-2015,the annual growth rate of the comprehensive development level is 6.22%,the annual growth rate of Science technology innovation,Economy development,Ecological environment construction are 5.95%,5.35%,6.43%,and the coordinative degree of Science technology-Economy-Ecology system is 0.8465,0.8466,0.9152 from "ten-five" period to"twelve-five"period.Under the pressure of new normality of economic development,the development level of three dimensions such as Science technology development,Economic society development,Ecological environment construction are increased,based on the changing of the development mode,to further promote the comprehensive development level and the coordinative degree of Science technology-Economy-Ecology system.
