The Construction of Shanghai Centre of International Finance and Shipping happened about 160 years ago. Time witnessed both govern- ments of the old weak and the srong New China＇s. People enjoy their srong country either than a weak government or that with a boundless power. Those developing countries ofen appear as an image of strong government with a weak market. It＇s a unavoidable phenomenon of the abusing of administrative power with little restrain. Because the margin-between is a dynamic, fine-tuning banded area, it＇s urgently for both Shanghai and China to undergo a reform toward a balance between the government, the market power and the society ruled by law.
