页岩气开发利用的环境效益产生于页岩气能源对于煤炭能源的替代价值。因此,其环境效益评估体系应包含页岩气与煤炭资源两方面,其环境效益评估的基础是煤炭资源开发利用的环境成本核算。本文在比较页岩气能源与煤炭能源的环境属性基础上,构建了页岩气环境效益评估体系,提出了环境效益评估模型,并对中国页岩气开发实际环境效益进行了评估。评估结果:每1m3页岩气生产带来0.60元环境效益,环境效益巨大。环境效益的主要贡献在于有害气体的大幅减排;环境风险的最大来源是压裂液返排。因此,加强生产环节监管、完善页岩气管理体系、注重压裂技术创新,是减少页岩气环境风险的重要手段。
The environmental benefits of shale gas development and utilization come from the shale gas energy substitution for the coal energy.Therefore,the environmental benefit assessment system of shale gas should include the environmental effect of coal,and the assessment should be based on the environmental cost accounting of coal resources development and utilization.According to the environmental attributes of shale gas energy and coal energy,this paper constructs the assessment system of shale gas environmental benefits,and put forwards the evaluation model,what's more,this paper assesses the environmental benefits of shale gas development and utilization in China,and gives the result that one cubic meters of shale gas production would bring 0.60 yuan environmental benefits.Through assessment,this paper point out that the greenhouse gas emissions reduced sharply is the main source of environmental benefits,and the fracturing fluid is the largest environmental risk.In short,some means should be taken to control the environmental risk of shale gas development and utilization,which include strengthening the supervision of production links and improving management system,especially paying attention to the fracturing technology innovation.
