Based on the complex relation of energy consumption in eastern China and energy output from western China, and the time delaying in energy supply-demand, a feedback regulation model with time delay in energy consumption system is established. The stability of the model is discussed by use of stabilizing theory and the condition of stabilization. By analyzing the energy supply-demand from 2000 to 2004 of Jiangsu province, it was proved that the model reflects the status of energy consumption of China.
