文章利用2004-2013年山东省17地市的统计数据,以不变价GDP作为产出指标,以社会固定资本存量和就业人数为投入变量,R&D资本投入和R&D人员投入作为影响因素,基于面板数据随机前沿分析模型,研究了山东省R&D投入对区域技术效率的影响作用。研究结果表明,R&D资本投入和R&D人员投入对山东省的区域技术效率具有显著的促进作用,并且R&D人员投入的影响作用更大。在此基础上,利用层次聚类的方法将山东省17地市划分为“高产出、高效率”和“低产出、低效率”两个经济区域,通过区域的横向和纵向对比分析发现,“两低”区域R&D投入力度和投入结构均存在问题,并建议“两低”区域的地市在加大R&D投入力度的同时,调整其R&D投入结构,适当提升基础研究方面的投入比例。
Based on the panel data stochastic frontier analysis and using the statistical data of 17 cities at prefecture-level in Shandong province form 2004 to 2013, this paper studies the effect of R&D input on regional technical efficiency in Shandong province, which regards the GDP at the constant price as the output indicator, the social fixed capital stock and the number of employed people as the input variables and the R&D capital input and R&D staff as the influencing factors. The resuhs show that the R&D capita/ input and R&D staff have a significant positive effect on the regional technical efficiency in Shandong province, and the effect of R&D staff is more remarkable. On the basis, fire paper divides the province into two economic re- gions by the hierarchical cluster analysis. One is 'high output, high efficiency' region, another is 'low output, low efficiency' region. The paper, through the regional horizontal and vertical comparative analysis, finds that there exist problems of R&D input and structure in the 'double low' region. The cities in the 'double low' region should adjust R&D input structure and appropriately increase the input proportion of basic research when increasing R&D input.
