英文摘要：

In-depth implementation of national intellectual property strategy needs to have the aid of new think tanks of intellectual property rights（IPR） with Chinese characteristics. In recent years, China＇s IPR think tanks have developed rapidly, but there are still some problems including lack of independence, poor quality and level, lack of openness and internationalization, etc. New type of IPR think tank with Chinese characteristics should be based on China＇s national conditions, and to give their new role and operation mechanism. This paper suggests to improve the independence of IPR think tanks in China, developing think tanks of universities and private organizations; pursue high-quality works, make high-class think tanks; enhance the openness,collaboration, and internationalization level; actively expand the influence of IPR in the society and strengthen the effect of IPR think tank in the country＇s public policy making.
