This paper designs a general scheme of the satellite and 3G network convergence communication system, builds the hardware and software platforms and realizes all software modules. A sample has been manufactured in accordance. Test results show that the system can organize an inter-vehicle network and in the network, it shares the satellite and 3G resources, and to visualize the application and release of resources. The system mainly used in emergency communications, is stable, reliable and easy to operate.
