With the target of studying the balanced strategies of the government supervision department and the owner,a game model is proposed to analyze the influences of the key factors on behavior choices of the game. The results show that government supervision and regulation department can effectively improve the efficiency of the regulation,reduce the occurrence of safety accidents and improve the project quality by increasing property income,reducing the regulatory costs and increasing the penalties.
