By choosing evaluation indexes from different angles in Shangqiu, a multi- factor comprehensiveevaluation model was established, the standardization of differential method and the analytic hierarchy process（AHP） were applied to data processing, to improve the accuracy of calculation and provide reference for theeconomical and intensive evaluation. The results showed that： the level of construction land economical andintensive use in Shangqiu was uneven; the score ranged from 0.1 to 0.7; the utilization level of developed areaswas better than that of the areas with inferior economic development conditions, economical and intensive levelof Liangyuan, Suiyang and Yongcheng was higher, whose scores were close to 0.7; the utilization level ofYucheng, Ningling and Minquan was low, the lowest score was only 0.18, there was a great room forimprovement.
