地震灾害频发,建设地震应急避难场所日益重要。为了防止地震应急避难场所运营中发生次生环境灾害,在借鉴传统环境影响评价技术体系的基础上,提出了地震应急避难场所灾时运营环境评价技术体系,包括地震应急避难场所灾时运营分析、运营环境现状评价、运营环境回顾评价、社会经济文化复合系统评价技术、动力流评价技术、环境风险评价技术、决策支持技术(替代方案)与结果跟踪、监测、反馈技术等。结果表明,该研究对科学考量地震应急避难场所灾时运营的环境影响具有的重要现实指导意义,丰富和完善了地震应急避难场所灾时科学运营管理理论的方法与内容。
Earthquake disasters frequent happening, the construction of earthquake emergency shelters was becoming more and more important. To prevent secondary environmental disaster in the operation of earthquake emergency shelters, this paper drew the lessons from the traditional system based on the environmental impact assessment technology, operation environment evaluation, operating environment review evaluation, social, economic and cultural complex system evaluation techniques, power flow evaluation technology, the technology of environmental risk assessment, decision support technology(alternative) and results tracking, monitoring and feedback technology and so on. The results showed that the study was carried out the important practical value in scientific evaluation earthquake emergency shelters' environmental impact in operationing, and also enriching and perfecting earthquake emergency shelters scientific operation management theory, method and content in operationing.
