引用区位商理论计算得出鄱阳湖的一级主导生态功能是生物多样性保护和存在价值、二级生态功能是调节径流和气候、水质净化和水分供给为一般生态功能.生态区位商大于1的一、二级生态功能被认为具有外溢性,这些外溢生态功能是计算生态补偿标准的基础.根据皮尔生长曲线及恩格尔系数与发展阶段的关系推导出鄱阳湖区的生态价值系数为0.29,调整后的生态价值为326.53亿元.a-1.由调整后的生态功能价值计算出双退区产生的生态外溢功能效益为每公顷66 000元.a-1.最后以农户经济损失为下限、生态外溢功能价值为上限,参考皮尔生长曲线建立了生态补偿量公式,计算得到生态补偿标准每公顷为27 000元.a-1,这与以江西省耕地平均产值作为退田还湖出让土地的机会成本,计算出的种植业年平均公顷产收入相近.
Ecological functions of Poyang Lake wetlands are differentiated by location quotient theory in the present study.The results show that the primary dominant ecological functions are the roles of biodiversity conservation and the existence,followed by the secondary functions of regulating the runoff and climate,compared with the general functions of water purification and supply.When the primary and secondary ecological functions have location quotient of more than 1,the wetlands are often considered to have spillover,which is the basis for calculation of ecological compensation.According to the Pearl's growth curve and the relationship between Engel coefficient and stage of social development,the Poyang Lake wetlands had coefficient of ecological value of 0.29 and an adjusted ecological value of 32.653 billion yuans per annum.As single-returned areas(inhabitant emigration) are not included for assessing ecological functions,this study examined the effectiveness of double-returned areas(resident land and farmland are both back to wetland) on ecological sustainability.With the adjusted value of ecological functions,the spillover benefits of double-returned areas are annually worthy of 66 000 yuans per hectare.Using on-farm economic loss as the bottom limit and ecological function value as the upper limit,a new formula of calculating ecological compensation is derived by the Pearl's growth curve and also an annual ecological compensation cost of 27 000 yuans per hectare for the Poyang Lake wetlands,which is close to the average annual output of cultivated land per hectare in Jiangxi province.
