The chock point of balancing the urban and rural development in high developed Eastern region in China has transformed from institutional dimension into specific policy level, and the reform is coming from political institutional transformation into policy implementation. It is in this context, policy instruments are increasingly important. With the employment policy target in China moving from urban - employment - centered into balancing the employment between urban and rural and the labor distribution pattern changing form administrative method into market - oriented method, the policy instruments government used are more and more diverse; including constrictive policy instrument, fiscal - inspiring, policy guiding, information - providing and service instrument. On the basis of analyzing Huzhou government＇ s policy instruments in arranging urban and rural labor market as a whole, the text gives particular suggestions on improving each policy instrument performance.
