Based on the analysis on the innovation ability elements of agricultural industry cluster network, an index system for evaluating the innovation ability of agricultural industry cluster network based on resources-network-ability has been built up. 27 original indicators that measure the innovation ability of cluster network are selected, the factor analysis model is used, and the innovation ability of agricultural industrial cluster network of Qingdao City is taken as the example to measure the innovation abilities of the cluster network.
