英文摘要：
By constructing the model of technolog-y spillovers of industrial cluster, this paper defines the relationship among the factors which affect the level of industrial technolog-y spillovet, and analyses the profits share generated ftom technolog-y spillovers between firms. Then the paper achieves the conclusion that the high level of spillovers adapts to the development of industrial cluster without leader firm, and the low level of spillovers adapts to the development of industrial cluster which has leader firm. In the meantime, the paper provides the application method for constructing the mechanism of technical creation in industry cluster.
