本文从房租、交通、商业服务和公共服务4大方面考虑,建立了一套综合评估城中村相对生活成本的指标体系,并以杭州市荷花苑城中村为例,在采集相关数据的基础上,运用AHP（Analytic Hierarchy Process,层次分析法）,定量分析城中村的相对生活成本及其对城市化发展的作用和意义。最后,从外来务工者的利益出发,提出了以＂廉租村＂为基本模式的社会保障住房政策与建议。

英文摘要：

This paper establishes an index system for comprehensive evaluation on cost of living in urban villages, taking the following aspects into consideration： house rent, transportation, commercial service and public service. It then takes a case study in an urban village in Hangzhou named Hehuayuan, where a comprehensive analyzing method of AHP（Analytic Hierarchy Process）is utilized. After collecting relevant data, it makes a quantitative study on the relative cost of living in the study area, and analyzes the function and significance of urban villages to urbanization. In the end, it puts forward some suggestions on the housing policy of social insurance in consideration of benefits for migrant workers, which is based on the basic mode of low-rent housing system.
