英文摘要：

China＇s pesticide management policy featuring the State intervention and the government guiding has made great progress in the maintenance of the national food security, in the environmental control and in the quality and safety of agricultural products. However it ignores the function of market and organizations as well as the on-going and following-up supervision. So it is urgent to construct a new analytical framework, defining the behavior boundary of the government, market and social organizations. This paper, based on the new framework, points out that the government should strengthen and improve the management and regulation of negative impact of pesticide, and reform the pesticide management system and attach importance to the function of market and organizations.
