近几年,我国科研经费的竞争陛项目分配机制备受争议。搜集73家公立科研机构科研活动投入产出数据,对我国科研经费分配机制与科研产出关系进行了实证研究。结果显示:竞争性科技项目经费投入对专利和论文的产出影响均不显著;来自企业的技术性收入对专利产出具有正向激励,但与论文产出无显著相关性;非竞争性的政府预算拨款对专利和论文均有较显著的正向激励,但控制研究所的属性后,其仅对专利产出影响显著。此外,还发现人员规模与论文和专利显著相关,很大程度上折射出我国科研评价的量化导向。
In recent years, research funding allocation mechanism of China has been the focus of debates. In this paper, we discussed the relationship between research funding allocation mechanism and scientific achievements based on panel data of 73 public research institutions. The results indicate that competitive projects have no signif- icant impact on both patent application and paper publication, while technology revenues from industry have a sig- nificant positive impact on patent application; uncompetitive financial aids have significant impacts on both patent application and paper publication, however, when controlling the attributes of research institutions, the impact on patent application is still significant but that on paper publication tums to be insignificant. We also find a signifi- cant positive correlation between research institutions staff size and patent application and paper publication, which to a large degree reflects the quantitative orientation of scientific evaluation in China. Based on the above empiri- cal analysis, we draw two implications for science policy making, one is that governments should reduce the pro- portion of competitive projects funding to total research funding, increasing more stable funding to scientific activi- ties; and the other one is more enterprises should be encouraged to join applied research funded by government, guiding the direction of and improving the input-output efficiency of scientific resource allocation.
