论文以欠发达地区财政收入增长影响因素作为研究对象,选取样本地区新疆1978年—2013年GDP总量以及消费、进出口贸易和投资等数据,采用灰色关联分析及向量自回归模型等方法进行分析,深入探讨各影响因素与新疆地方财政收入的关系。通过对样本的分析,论文认为新疆地区财政收入增长要遵循可持续增长之路,继而提出要继续发挥地区优势发展经济,调整中央转移支付的结构,持续坚持各省市对口援疆政策、有效调节消费、贸易往来、投资三架马车的合理协调发展等具体措施,以有效构建新疆地方财政收入增长的良性促进机制。

英文摘要：

The article selected economic data of Xinjiang from 1978 to 2013 as the samples. Through the use of elas- tic analysis, correlation analysis, the grey correlation analytic process, the vector regression model analysis, the pa- per deeply discussed relationships between the influence factors and local fiscal revenue in Xinjiang. Through the a- nalysis of samples, this paper argued that the Xinjiang regional fiscal revenue growth should follow the path of sus- tainable growth. The paper proposed to continue to play a regional advantage to develop the economy, adjust the structure of the central transfer payments, adhere to the counterpart in Xinjiang policy and regulate the coordinated development among consumption, trade, investment and so on specific measures in order to effectively build benign promotion mechanism of Xinjiang local fiscal revenue growth.
