海峡西岸经济区作为我国区域经济发展的重要组成部分,其港口资源丰富,产业集群活跃。从自然资源优势、生产要素积聚、供应链集成三方面分析港口与产业集群协同的机理,引入Vallega提出的相对集中指数（RCI）探索海西六地区港口功能与产业集群协同程度,结果发现：海西港口与产业集群具有不均衡性的协同关系。据此,笔者提出因地制宜制定相应的协同发展政策来促进海西港口与产业集群共同繁荣的建议和对策。

英文摘要：

The economic zone of the west coast of Taiwan Strait,which enjoys rich natural resource,is composed of many active and dynamic industrial cluster and plays an important role in economic development.This paper will analyze the mechanism of the Synergic Relationship of the Ports and Industrial Cluster on the West Coast of the Taiwan Straits from three aspects.The three aspects are the advantage of the rich natural resource,the accumulation of factors of production and the integration of the supply chain.This paper will demonstrate the way how the research approaches the finding that the Synergic Relationship of the Ports and Industrial Cluster on the West Coast of the Taiwan Straits is unbalanced,by applying the theory of Relative Concentration Index（RCI） proposed by Vallega.Hereby,it is suggested that the plans for the synergic development Ports and Industrial Cluster on the West Coast of the Taiwan Straits should be made pertinently to suit the local circumstance.
