The third Plenum of the 17th Communist Party of China Central Committee provides a clear direction for rural land system reform in the new situation. In this paper, on the basis of a careful study of the strategies on the rural land system reform, the major difficulties to promote rural land system reform were analyzed, and countermeasures were put forward such as extending more policy support for agriculture, speeding up construction of rural social security, establishing a system to balance the development between rural and urban areas, strengthening basic research and standardizing the rural land management.
