Support system has the function of diversification, and it ensures urban natural disaster emer-gency response mechanism to run smoothly and plays a fundamental or supportive role. Supporting system of emergency response mechanism on natural disasters in the urban area has the function of security, control and optimization. It is supported by science, technology, organization, policy, and human resources and finance. The goal of constructing supporting system is to improve the emergency response mechanism and the study of ur-ban natural disaster, early warning and implement efficiency, and reduce the loss. Constructing supporting sys-tem includes consolidating cooperation basis, strengthening the construction of science and technology support, improving the emergency response mechanism, implementing target management, and exploring the sustainable pattern.
