在碳约束下提升区域竞争力是中部地区低碳发展获取竞争优势的关键所在。区域低碳发展竞争力是一个地区在碳约束下持续提高碳排放绩效、不断促进地区经济繁荣和提升居民福祉的能力。基于AHP-TOPSIS组合评价法对中国中部六省低碳发展竞争力进行评价。湖南省综合竞争力最强,江西省次之,山西省最弱,湖北省次弱,河南、安徽两省居中。中部六省低碳发展竞争力的驱动模式具有较大差异:山西省低碳发展竞争力主要由产出竞争力驱动,江西省由基础竞争力和效率竞争力驱动,安徽省主要由效率竞争力驱动,湖北省由潜力竞争力和产出竞争力驱动,河南省主要由基础竞争力和效率竞争力驱动,湖南省低碳发展各子竞争力之间相对均衡发展。
Low carbon wave had a great impact on economic development in the Central China .As a scarce resource , carbon emission space has become new restrictions in the Central China .To enhance the sustainable com-petitiveness is a key to obtain a competitive advantage with the carbon constraints in the Central China .Region low-carbon development competitiveness is a capability of continuing to improve CO 2 emissions performance , and con-tinuously promote regional economic prosperity and enhance the well-being of residents within the carbon emissions constraints .Prerequisite for low-carbon development competitive is the low carbon development basis , the goal is the output of low carbon development , the core is the efficiency of low-carbon development , and the key is the low-carbon development potential .Using AHP-TOPSIS method , some conclusions has been drawn as follow:The com-prehensive low carbon development competitiveness of Hunan Province is first , Jiangxi Province is second;the wea-kest is Shanxi Province , Hubei Province is little weaker , Henan Province and Anhui Province is in the middle posi-tion.Drive pattern of low-carbon development competitive has a big difference between six provinces in Central Chi -na .Shanxi Province is mainly driven by the low-carbon development output competitive .Jiangxi Province is mainly driven by the basis competitiveness and efficiency competitive .Anhui Province is mainly driven by the low-carbon development efficiency competitive .Hubei Province is mainly driven by the basis potential competitiveness and out-put competitiveness .Henan Province is mainly driven by the basis competitiveness and potential competitiveness . Four low carbon development competitiveness of Hunan Province are relatively even .
