The foundation and management of non-profit organization of culture is an important part in the construction of modern public cultural service system. With the rapid development of culture industries, it has become an urgent problem that how to fulfill the role and function of the non-profit organizations of culture to expand its social influence with wider coverage area. The reform path of non-profit organizations of culture could be following： the government should improve the legislation system and implement the policy of tracking and feedback; the non-profit organizations should improve the development mechanism, and strengthen their coordination and independence; non- profit organizations of culture on the remote region should be constructed with local characteristics and the culture service should be more concerned; the spirit of public culture should be cultivated during the construction of non- profit organization and the public cultural service system.
