Under the duel-driving forces of multiple embedding caused by decomposition and integration of global value chains modularity and endogenous innovation resulted from the huge demand of local market, the frontier economic zones in ethnic regions of China can get a strategic opportunity of creative destruction. The key to changing the adverse situation of a low end lock and strategic recession and promoting a high end embedding of the global value chain in these zones lies in continuously carrying out value creation activities such as cultivating location value network and dominant local enterprises, innovating regional knowledge network embedding, developing strategic asset, promoting location value modularity and making bidirectional active embedding in hybrid network along the strategic road of NVC-GVC.
