As a vital essential point in transportation network in contemporary society, ports have been one of the important resources to stimulate competitions in open-driven regional economy. Objectively, the development of ports are influenced by 6 factors including developing and operating situations, demanding situation, producing situation, supporting conditions, opportunities and government impacts. Fully considering the port location, resources, cargo handling capacity and improvements of the 6 situations, the pa- per ir~itially probes into some basic theoretical issues concerning meanings of port location value, effect factor system. And other issues also discussed in this paper include port capacity, port competitive advantages and the pyramids model of port location value.
