基于1998—2013年中国省级工业行业面板数据,构建动态面板模型并运用系统广义矩估计方法,实证检验环境规制通过工业结构变动对碳生产率的影响。结果表明:样本期内中国工业部门环境规制力度和碳生产率均呈现增长趋势,但省际间差距在不断加大;碳减排技术水平本身具有强化效应,其对碳生产率的影响较大;环境规制强度增加有利于工业碳生产率的提高,支持“波特假说”;我国工业部门结构变动对碳生产率的提高产生了阻碍作用,西部地区尤为显著,但重工业化越高的地区,加强环境规制可以有效提高碳生产率。
Based on China's provincial industrial data from 1998 to 2013, the authors constructed dynamic panel model and used SYS-GMM to make empirical study on the influence of environmental regulation on carbon productivity through the industrial structure change. The results show that environmental regulation and carbon productivity of China industries reveal growth trend, while the gap among provinces increases. The technology of carbon reduction has strengthening effect and the influence on carbon productivity is significant. The strengthening of environmental regulation can improve industrial carbon productivity, which supports the Porter Hypothesis. The change of industrial structure blocks the increase of carbon productivity, especially in our country's western regions, however, in the area of heavily-industrialized, reinforcing the environmental regulation can promote carbon productivity effectively.
