电网企业提供的产品具有准公共物品的特性,如何全面客观地度量电网的整体运行状况是一个重要的问题.针对电网企业的特点,从安全可靠性、速度规模协调性、电网利用效率、经济效益以及社会责任5个维度构建了一套精简高效的电网运行评价指标体系;利用基于差异最大的加法集成赋权组合方式,将熵权法与序关系法有机地组合在一起,将专家专业判断和客观测算有机地结合起来,得到评价指标的权重;以某地区5个地市级电网为例进行了实证分析.
Power grid enterprises provide products with the characteristics of quasi-public goods, it is therefore very important to make a comprehensive and objective measurement of the overall power grid operation conditions. According to the characteristics of power grid enterprises, a power grid operation evaluation system is developed in this paper based on five dimensions including safety and reliability, coordination of the speed and scale, power utihzation efficiency, economic benefits and social responsibility. During the evaluation process, the biggest difference-based additive weighting method is used to combine the entropy weight method with the order relation analysis method. The proposed method not only embodies expert professional judgment but also includes objective analysis. The weight of every evaluation index is then figured out. Finally, five prefecture-level power grids in a region are taken for case study.
