本文分别从全国和区域两个层面对我国地方政府支出与居民消费的关系进行实证分析。文章选取1990-2011年的面板数据,从总量和结构的角度分析地方政府支出对我国居民消费的政策效应。研究表明,样本区间内我国地方政府支出总体上对居民消费起到了挤入作用,但不同的政府支出类型对居民消费具有不同的政策效应,同类型的政府支出对居民消费的政策效应也存在着明显的区域性差异。

英文摘要：

In this paper, an empirical study has been done to analyze the relationship between local government expenditure and residents＇ consumption demand from nationwide to regional level in China. With provincial panel data from 1990 to 2011, we have studied the policy effects of local government expenditure on residents＇ consumption. The results show that local government expenditure generally crowds in residents＇ consumption in China. And with analysis of structure effects of government expenditure, it is found that different types of government expenditure cause diverse effects on residents＇ consumption, and the impacts of the same kind of government expenditure vary with regions. Above all, it is necessary to optimize both the amount and structure of local expenditures to improve the constant growth of residents＇ consumption.
