小微企业创业对于县域经济发展具有重要意义，因此，如何解决小微企业创业过程中面临的诸多资源约束成为亟待解决的问题。本文将视角集中于传统小微企业创业集聚，通过引入益阳市沧水铺镇包装企业创业集聚的案例，以路径依赖理论和创业集聚理论为基础，归纳出沦水铺创业集聚在其形成与发展过程中呈现出的创业文化锁定、规模效应、技术强化及创业选择等方面的路径依赖特征。文章认为对于创新能力不强、资源约束较大的传统小微企业，通过集聚安排的路径不仅能降低企业风险、减少企业初始成本，还能在生产经营过程中利用集聚效应节省生产成本，提升影响力。

英文摘要：

Small and Micro Businesses （SMiB） entrepreneurship is important for county-level economy development and it is very urgent to solve the constraints that the SmiBs are faced with. This paper focuses on traditional SMiB entrepreneurial agglomeration and introduces the case of Packaging Entrepreneurial Agglomeration in Cangshuipu Town of Yiyan. Based on path dependency theory and entrepreneurial agglomeration theory, this paper finds that the entrepreneurship in this agglomeration has some path dependency characteristics in culture lock, scale effect, technology reinforcement and entrepreneurial selection. So, for less technological strengthful and highly resource constrained SMiBs, it is effective to lower the operation risks, reduce initial financial cost and operational cost and increase the reputation by the agglomeration path creation.
