近年来随着国家能源基地和矿产资源加工基地的建设,资源开发利用成为推动天山北坡经济带以及乌昌地区建设的重要支撑.围绕资源规模与供给力、资源开发对经济发展的支撑力、人类对资源的改造利用能力,结合乌昌地区发展的实际,以水资源、能源矿产资源为切入点,构建基于资源开发利用的可持续发展框架和指标评价体系,通过因子分析对可持续发展能力进行了评价,得出结论：乌昌地区资源开发对经济的支撑力呈现稳步上升的趋势,资源规模与供给力、资源的可持续利用力呈现波动式上升的趋势,整体上乌昌地区的可持续发展能力不断提高,呈现出良好的态势.从提高资源规模与供给能力、提升资源型产业附加值,发展循环经济,培育接续产业等方面提出了乌昌地区可持续发展的对策与建议.

英文摘要：

In recent years,with the development of energy and mineral resources bases in Economic Belt on the northern slopes of the Tianshan Mountains,the energy and mineral exploitation and utilization become an important support of ürümqi-Changji District.Based on scale of resources and supply capacity,the support of resources exploitation to economic development,the capacity of resources transforming and sustainable using,combined with the practical situation of ürümqi-Changji District,regarded water and land resources,energy and mineral resources as the breakthrough point,a framework of the sustainable development of resource development and utilization has built in this paper.On the basis of setting up the index systems,through factor analysis,the ability of sustainable development in the district is assessed.The assessment reveals：（1） The support of resources exploitation to economic development presents a general upward trend with steady steps;（2） The scale of resources and capacity of resources supply,the capacity of resources transforming and sustainable using exhibit an upward trend undulately;（3） Generally speaking,the capacity of sustainable development in the district is constantly upgrade,presenting a good developing tendency.Finally,some suggestions are puts forward to impel the sustainable development in ürümqi-Changji District.
