In this paper a common model for initial allocation of water rights is investigated. Based on the market mechanism and centralized mechanism,a Stackelberg game model is developed for initial allocation of water rights. In the game, government is the leader and users are the followers. The model is then solved by GA, and optimization solution is obtained.
