To play a certain guidance in the disposition of the water resources and the production distribution of the crops,this text calculates and compares the entropy theory in four provinces of northwest with four provinces in central section. It can be seen that we should bring the provinces of larger entropy to play their producing advantage,and the crops consuming more water can be avoided to be produced in the water-deficient areas.
