英文摘要：

The technical standard is the key tool to value chain governance. In global value chain, if one gasps technical standard, one will have the power of distributing value. At first, this paper reviews the concept of technical standard, and analyses the new characteristics of technical standard under the globalization. And then, the paper argues the key role of technical standard in governance of value chain, and using the case of mobile com- munication industry to study how the technical standard action in global value chain governance. At last, the paper draws some conclusions, and gives some measures for local communication company to upgrade in global value chain.
