为评价我国建筑业安全管理的效率,选取2010年30个省级行政区与安全管理有关的数据进行分析。运用数据包络分析(DEA)方法,构建以注册安全工程师人数和建筑业安全投入为输入指标,以建筑事故起数、死亡人数和建筑业安全产出为输出指标的评价模型。根据模拟计算结果,分析各地区的安全管理效率。结果表明:大部分地区安全管理综合效率较低,主要原因是技术效率偏低;部分地区虽然纯技术效率达到一定水平,但因规模效率较差而未能达到综合效率最优,其安全管理技术和方法有待提高。在保持安全投入持续性的基础上,提高安全技术水平是提升安全管理效率的关键。
In order to evaluate the safety management efficiency of the construction industry in China, data related to safety management of China's 30 areas in 2010 were analyzed. An evaluation model was built with the number of registered safety engineers and construction security input as input indices, and the number of construction accidents, the number of deaths and the security output as output indices based on DEA method, and safety management effieiencies in various areas were analyzed according to the calcu- lation results. The results show that most areas ~ integrated effieieneies are low, mainly due to their low technical efficiencies, that some areas' pure technical efficiencies reach a certain level, but fail to achieve the best efficieneies due to low scale efficiencies, which reflects the safety management technology and methods needing to be improved, and that improving safety technology level is the key to enhance the safe- ty management efficiency on the basis of continuing safe investment.
