This paper, based on the contradiction law of border industry diversification, discusses the regional effect of border and the ＂spill-over effect＂ of lottery industry in Macao, points out the necessity for its coordinative development of vertical and horizontal diversification, and concludes through the case study of Zhuhai-Macao Industrial Garden that the development of the horizontal diversification of Macao＇s industries and the cross-border industrial garden should rely upon the coordination between government policy, cross-border cooperation scale, regional effect of border, infras tructure and management mechanism, etc.
