Public service unit reform, which is an important part of public sectors in China, had entered into a crucial stage, and establishing an exit mechanism must be a part of modern public service unit system. British Non - Departmental Public Bodies （NDPB） perform functions similar to Chinese public service unit. In 2010, British government announced all NDPBs still in existence would have to undergo a substantive review at least once ev- ery three years. This policy can be regarded as the establishment of the exit mechanism of NDPBs. This article discussed the establishment, content and result up to now of NDPBs in order to benefit to Chinese practice.
