创新测度既是创新研究的热点问题，也是创新研究的重要组成部分。我国目前正在实施创新型国家建设战略，研究创新测度的理论与实践问题显得意义更加重大。简要回顾了创新理论的发展及其创新测度的进展情况；重点以我国第一次工业企业创新调查和欧共体创新调查（CIS）为背景，对中国和英国创新调查的调查问卷和调查结果进行了对比分析。通过分析认为，我国的创新测度理论与实践，以及企业的创新活动都与英国存在较大差距，需要进一步改善。

英文摘要：

The measurement of firm＇s innovation is an important part of the innovation research and a hot topic of today＇s international innovation research. China is currently implementing innovative nation-building strategies, research of innovation measurement issues is more important. This paper briefly reviewed the innovation theory and the development of innovative measurement. Based on China＇s industrial enterprises innovate investigation and the EC innovation survey （CIS）, Chinese and British innovation survey questionnaire and survey results are compared. Through analysis that China＇s innovative measure theory and practice of innovation and enterprise activities and the existence of a wide gap between the United Kingdom,the need for further improvement.
