Government purchasing services from industry associations develops rapidly in China recently influenced by the theories of public service innovation and its practice in the West. For the reason that government purchasing services from industry associations can only adopt a form of ＂non -competitive purchasing＂ at present in China, and there exists high complexity in the process of purchasing, government should strengthen the management of purchasing. The sphere of functions that are appropriate to he purchased should be identified firstly, and secondly, the process of purchasing should be regulated by all means.
