The role of justice in society is a primary value. Justices in China＇s society, however, are of deficit, and justice orientation is not completely in right direction, whether from the perspective of formal or substantial justice, or from the perspective of arithmetic or proportional justice, or from the perspective of commute or distributive justice. The author suggests that justice deficit in China should be corrected by institutional construction, for the most fundamental or important function of institutions is to safeguard the social justice.
