Sale-free network is prevailing in the actual world. A new model is proposed which introduce a factor technology proximity into the BA model to find out how the forming processes of the scale-free network influence the effect of FDI spillover. We find out that the new network generated is still a scale-free network. Nodes with large number of linkage and the high technology proximity of nodes significantly affect the FDI spillover effect. However, the small-word property of scale-free network and nodes with different technology proximity will modify the effect of FDI spillover.
