本文以最低工资标准提升作为自然实验,应用回归调整的差中差方法分析了最低工资标准提升对青年和中年低技能劳动力就业的影响。研究结果表明,最低工资标准提升对低技能群体中的男性和青年女性的就业没有产生显著影响;但对低技能群体中的中年女性就业却产生显著的消极影响,且最低工资标准提升幅度越大,对就业的消极影响越大。因此,政府适当的提升最低工资标准将有助于低技能劳动力整体工资水平的增长。
In this paper,we consider minimum wages increase as a natural experiment and study employment effects of minimum wages increase on low-skilled workers using regression-adjusted difference-in-differences model.The results show minimum wages increase doesn't have apparent impact on employment of low skilled male and young female workers.However it has significant negative impact on low-skilled middle-aged female workers;larger negative impact is associated with larger minimum wages increase.As low-skilled middle-aged female workers only account for a small proportion of urban labor force,minimum wages increase has no significant negative impact on employment as a whole.As a result,by properly increasing minimum wages,government can help increasing the wage level of low-skilled workers in general.At the same time,by increasing human capital of middle-aged low-skilled female workers through job training and providing public employment position,employment of middle-aged low-skilled female will not be seriously affected while their wage level is increased.
