通过对灾害应急资源调配相关工作的调研,发现传统“多出救点、多受灾点”场景下的应急资源调配优化方法尚未充分考虑灾害实时变化与资源动态调配之间的相互影响关系,进而提出了应用超网络理论研究面向灾害的应急资源调配运作的方法,并分析了所构超网络结构亟需解决的问题及可采取的应对方案。
By reviewing the studies on emergency resources allocation underdisaster, this paper finds out that existing work have not yet fully considered the interaction bet ween the real-timechanges of disasters and the dynamics of resource allocation, in the traditionalscenario with multiple retrieval depots and disaster-affected areas, it demonstrates that the application of supernetwork theory for emergency resources allocation underdisaster is feasible. It also discusses key problems and the corresponding solutions in terms of supernetworkperspeetive.
