节能是国家发展经济的一项长远战略方针,节能监测是政府推动能源合理利用的一项重要手段。通过设备测试,能质检验等节能监测技术手段,能够对能源利用状况进行定量分析,从而对用能单位进行节能相关指导。本研究通过对各个路局的能源监测情况进行调研,系统掌握了铁路运输企业节能监测管理的重点与难点,从而提出加强监测管理的措施建议,并完善当前铁路运输企业节能监测管理体系。

英文摘要：

Energy conservation is a long-term strategic policy for the country to develop the economy,energy saving monitoring is an important means for the government to promote the rational use of energy.Through equipment testing,quality inspection and other technical means,energy saving monitoring able to give a quantitative analysis for utilization of energy. Through the survey of energy monitoring situation of each railway administration, this study systematically grasp the key points and difficulties of energy saving monitoring and management of railway transportation enterprises,put forward the proposal of strengthen monitoring and management,and improve management system of the monitoring.
