Aiming at the deficiencies of traditional teaching quality evaluation systems, the university teaching quality ewduation system is constructed based on PSO neural network. This system uses the PSO neural network, and takes the teaching evaluation criteria as input and the teaching evaluation results as output. The empirical researche of North University of China shows that the proposed evaluation method not only overcomes the direct influence of human factor on evaluation results, but also lays the foundation for construction of comprehensive and rational synthetic evaluation index system.
