The uncoordinated between National spatial development and resources and environment carrying capacity become the core of e- cological problems. This paper analyzes the research status of national spatial planning at home and abroad, and the necessity of the Land- Ocean overalL Then, based on the feature of the Land-Ocean overall and national spatial planning, we propose that the integration of Land and Ocean management, meantime, we adhere to the Land--Ocean overall strategy and the principle of sustainable development planning, and construct a space development strategy that takes the＂digital ocean＂ as the core. We will put forward the ＂Coastal zone＂ project planning and fine management, as well as coastal features and marine culture cultivation, disaster prevention and national spatial planning and man- agement strategy of homeland security.
