借鉴Lazear and Rosen(1981)技术的锦标机制模型,在考虑企业能力差异和扩散任务难度两个变量的基础上,构建了高新区政府激励企业技术创新扩散的激励机制模型,通过模型分析可以看出:(1)企业技术创新扩散的最优努力水平与园区政府设定的奖金差距成正比,与扩散任务难度、企业能力差异和观察误差成反比;(2)当企业的技术扩散能力大致相同时,企业的最优努力水平达到最大且相等;(3)高新区政府在设置技术创新扩散的奖励机制时,需要综合考虑企业面临的任务难度和企业之间的能力差异,若任务难度较大,管委会可以设置较大的奖金差距,若任务难度较小,管委会可以设置较小的奖金差距。
Based on reference to Lazear and Rosen(1981) rank-order tournaments mechanism model,this essay introduces the two variables,namely capacity variance and task difficulty,to establish a incentive mechanism model for the government to enterprises for technology innovation diffusion in high-tech industrial development zone.It is included through model analysis that,the optimal effort level during technology innovation diffusion is directly proportional to bonus difference set by the government,and inversely proportional to task difficulty,capacity variance and appraisal error.When enterprises' capacities on technology innovation diffusion are identical,their optimal effort level will be the highest and equal.Besides,the government should take task difficulty and capacity difference into comprehensive consideration to set reasonable bonus,if task difficulty is relatively large,the government should enlarge bonus difference;if task difficulty is small,the government should shorten the bonus difference.
