德国应对新工业革命的战略思路是要实施创新驱动发展战略，产业政策的重点是完善产业创新体系，提升企业创新能力，以技术创新推进生产组织的优化和商业模式的创新，这与美国“先进制造业伙伴计划”有所区别。文章系统研究了德国在制造业领域推行的“工业4．O”计划的实施背景、主要内容和重点工作，并比较了该计划与其它版本的“第三次工业革命”的异同。文章最后提出德国经验对我国产业发展和产业政策的若干启示，包括重新认识工业和工业化的意义，产业政策向创新政策转变，拓展新型工业化道路的内涵及调整中小企业政策思路等。

英文摘要：

This paper studies German＇s policy response to the new industrial revolution through an analysis of the German industrial innovation model and its supporting institutions. German＇s strategy toward new industrial rev- olution adds to the innovation - driven development model. The country＇s industrial policy is aimed at strengthe- ning the supporting institutions for its innovation model. This paper studies the German Industrie 4. 0 program in manufacturing and compares the Industrie 4. 0 and the Third Industrial Revolution. Based on the research on the German industrial policy toward the new industrial revolution, it is proposed that the German strategy may have some implications for China＇s future industrial policy.
