本文根据Duclos(2008)提出的二阶益贫式增长的含义及属性尝试构建二阶益贫式增长的判定函数,对函数所具备的优良属性进行证明,弥补了以往文献没有对其方法进行属性证明的不足,运用所构建函数对中国及其各省份的二阶益贫式增长进行判定,并将结果与一阶进行比较。本文所构建的二阶益贫式增长判定方法与一阶相比,涵盖了更广的益贫情形,且形式简单、操作方便,克服了以往判定方法对数据要求过严甚至无法获取的缺陷。
This paper firstly builds a second-order pro-poor growth function according the meaning and properties proposed by Duclos (2008). Secondly, it proves that the function has seven fine properties proposed by Duclos (2008) and other relevant papers, which makes up for the lack of proof of properties of methods that were put forward by previous literatures. Finally, the paper uses the function to find out if China and its provinces can be judged second-order pro-poor, and compares the results to the first-order pro-poor's judgment. Compared with the method of judging first-order pro-poor growth, the function covers broader propoor situations. Furthermore, it is simple and easy to operate, and overcomes the defect of preceding methods whose data requirement is too stringent, the data sometimes even being unable to get.
