This article introduces the concepts of industry - specific resources and industrial rent, and points out that industrial rent dissipation is the fundamental driving force of the production of industrial associations in market economy. With the support of the mechanisms of industrial self - regulation, quasi - public goods, club products, collective action, and the third party implementation, industrial associations have two major functions, industrial self - regulation and promotion. The former refers to the prohibition of industrial rent dissipation, while the latter focuses on the increase of rent.
