选取了2006年和2007年发生在湘江流域的两次暴雨一洪水巨灾——“碧丽斯”和“圣帕”,从暴雨成因及特征、洪水特征和灾情方面对这两次巨灾进行了对比分析。结果表明:湖南省湘江流域遭受的这两次巨灾具有典型的链性特征,是由强热带风暴引发暴雨进而导致的洪水、滑坡、泥石流等一系列自然灾害;“圣帕”比“碧丽斯”在湖南的持续时间更长,影响面积更大,降水总量更多;在湘江干流和耒水流域,“碧丽斯”导致的洪峰流量和水位均要高于“圣帕”,在洙水流域则相反;“圣帕”导致的灾情比“碧丽斯”导致的灾情小,特别是人员伤亡较少,这主要是因为:(1)前期非常干旱;(2)水库蓄水量少;(3)准确的预报,快速的预警信息发布,及时的转移安置;(4)防灾意识的增强。在此基础上,对减轻巨灾的途径进行了探讨。
This paper made a comparative analysis of two catastrophes caused by typhoon “Bilis” and “Sepat” in 2006 and 2007 respectively in Xiangjiang River Basin from aspects of rainstorm, flood and disaster effects. And the results are: Both the two catastrophes in Xiangjiang River Basin showed typical chain character. They are caused by typhoon, and resulted in a series of natural disasters such as flood, landslide, debris flow. Comparing with “Bilis”, “Sepat” affected longer time, bigger area, and brought more rainfall. In mainstream of Xiangjiang River Basin and Leishui River Basin, peak discharge and peak stage caused by Bilis are higher than that by “Sepat”, while in Mishui River Basin, the situation is just the reverse. Disaster effects caused by “Sepats” were lower than that by “Bilis”, and also fewer casualties. This was mainly due to: (1) previous serious drought; (2) less water in reservoirs; (3) better forecast, rapider alarm information release, and transfer and allocation in time; (4) enhancement of disaster prevention awareness. Based on this analysis, this paper discussed measures for catastrophe mitigation.
